Respected sir,

We the parents of a new born child want to bring the following few lines to your notice.

My name is Swaroopa. I am working as a journalist in Telugu News Daily “Nava Telangana†and I married David who is also a journalist and working Editor of “Campus Voice†both are being published from Hyderabad. We married in the year of 2011, ours is a love marriage. We belong to different caste and religious origins. We don’t practice none of the religious rituals in our ways of life and we were fighting for secular values without any trace of religion or caste. We also wished to bring up our children in a totally non religious way of life and values .We sincerely believe that our dream of No Religion and no Caste society be built when the new generations are brought up in such atmosphere. Our experience in reality goes to prove that we need to fight from birth certificate itself.

We were blessed with male child on 23rd March 2019, whom we fondly named him after Ivan Rudea. When we approached the Municipal Authorities to obtain birth certificate for our son, they denied it for us. The reason being that in the Application form of the Birth Registration, under column no 9 we have to fill the status of Religion with only 4 options- 1. Hindu 2. Islam 3. Christian 4th being any other religion. As if the identity of new born Child will be and should always be in one or other religion only. No other column option is provided for those who are opting for non Religious identity. It is nothing but forcing us or our children to identity with in any one of the religious identity only. The Non Religious identity status which we opted for has no column to fill and so such choice is not given either in the written Form or in the alternative online Digital Application Format. If we do not fill the given format completely it will be treated as an incomplete Application and so will not be considered. Thereby the Municipal Authorities are denying our option of a no religion identity, which is being practiced by us. And when we want to bring up our little child also with a non Religious identity the Authorities do not want to consider and recognise it. It is nothing but violation of our fundamental rights guaranteed under Article 14.

When we requested the municipal authorities to give us a form, so that we can fill it with no religion or caste identity, he refused because there is no provision as it fixed format is there. In written or other format which we have to fill each and every column in the given options and if we leave it blank it amount to incomplete application and that will not be considered and proceeded. It is therefore I request you being the superior Officer of this Birth Registration which is a compulsory to consider our request and provide us a column to have our identity status as we want it ,as we are practicing it and living in it which is a Non Religious way of life like any other way of life being recognised with different names of religions . Since we are practicing and living in a Non Religious way of life you have to recognise us with that only. So take steps to change the format by adding the NRNC i.e., No Religion – No caste as a new Identity to the existing ones and add one more column to enable to use for people like us. To choose or state our choice identity of religion again as per Article 25 guarantees to citizen of this country to have or change his religious practice and equally under the same Article not to practice any religious way of life is also a reality in our Indian society from centuries together in fact as old as the religion itself. So as parents of new born child for us or to our child under article 25, it is our fundamental right to avail the identity of right not to practice equally on par with right to practice ones religion and nothing else.

The Birth and Deaths Registration Act under this Authority framed the model Format in this regard at the Union of India level and the respective state including our Telangana State following it.

We hope you will consider our request and take necessary action in this regard and resolve this problem not only to my family but also to all those who are struggling like us to have NRNC, No Religion – No Caste identity from birth certificate onwards to all other identity certificates such as school admission and census enumeration also take steps to add this new identity of NRNC i.e., NO Religion and No Caste.
