Examples of non-state structures and social networks that carry out political and economic tasks in DRC and Nigeria, in the absence of an effective state, suggest a more diverse and inclusive concept of shared power in African societies that goes beyond the simplistic Western conceptions of a rational state with the monopoly of power

27 November 2013, by siawi3The current government is backed by Seleka, an alliance of guerilla fighters from within the country and from neighboring ones. Tensions are heightened by religious differences between members of the Seleka, who are Muslims, and the predominantly Christian populace, which is increasingly defended by armed Christian groups. Since the beginning of 2013, many of the abuses of civilians, including extrajudicial killings and torture, have been carried out in Seleka-dominated territory. On the International Day for the Elimination of Violence against Women, in the capital city, a thousand women, whose mouths were taped over in protest of violence against women, held placards reading “No to murders, torture, rape.”

Central African Republic on the verge of genocide
27 November 2013, by siawi3One of Seleka (alliance of armed groups) leaders, Michel Djotodia, declared himself president — the first Muslim to rule this majority Christian nation of 4.6 million people. In September Djotodia officially disbanded the Seleka. Many of the rebels refused to disarm and leave the militias as ordered but veered further out of control, killing, looting and burning villages. They also systematically stripped administrative offices down to the light fittings and destroyed public records. Boys and girls as young as eight are pressganged into fighting between Christians and Muslims. There are reports of beheadings and public execution-style killings. The Seleka are playing judge, jury and executioner without regard even for Djotodia.
The US estimates that nearly 400,000 people have been displaced – many hiding in the jungle - and 68,000 have gone to neighbouring countries. -
Nigeria: Boko Haram, taking to hills, seize slave “brides”
11 December 2013, by siawi3In a new development, Boko Haram is abducting Christian women whom it converts to Islam on pain of death and then forces into “marriage” with fighters. “I worry that youths will take the law into their own hands. It will become a war between Christians and Muslims.”

Some pretend fearing the state in their own countries while other declare they fear non-state actors, namely Islamist groups. Interestingly among them are Algerians: let us see what will now be the reaction of human rights organizations which failed to adequately acknowledge the responsibility in human rights violations perpetrated by Islamist armed groups non state actors against the civilian population in Algeria in the nineties.

When women’s human rights defenders face political non-state actors

Focusing on state accountability and due diligence alone have perilous effects on women’s human rights and on their defenders. As women human rights defenders, we have to question the hierarchy of victims and defenders that have resulted from the over emphasis on state accountability.

To blindly defend the rights of Islamists and not those whose rights they often menace is a violation in and of itself: it denies millions of victims the right of recognition of the acts perpetrated against them and their loved ones, it denies them the humanity of being acknowledged as a person whose fundamental rights were violated. That Islamists — from the most moderate to the extreme — are in need of human rights activism in the face of repressive governments is taken as a given in Western HR circles and organizations.
